The challenges of sanctioning the Internet

The US government has recently issued a new General License that broadens the products/services authorized by internet infrastructure companies in Iran, making it easier for these companies to provide services to ordinary Iranians without violating sanctions. While this move is encouraging, there are still significant restrictions in place and logistical challenges to overcome when dealing with high-risk countries such as Iran. The UK and EU have not issued any internet-related General Licenses, which has become an issue in Russia due to recent restrictions on the internet.
